Delegate Strength

The Proposed Rules for the 2015-2016 IBT International Union Delegate and Officer Election (“Proposed Rules”) require the preliminary calculation of delegate strength for each Local Union, System Federation, and General Committee of Adjustment (“GCA”) electing delegates to the 29th International Convention. See Proposed Rules, Timetable of Events and Art. II § 3(c). The preliminary delegate strength figures are used as a basis for the nomination and election of delegates through 2015 and the winter of 2016. The IBT Constitution requires the preliminary determination to be made based on average membership over a two-year period ending on November 30, 2014. See IBT Constitution, Art. VII, § 5(a). A final determination of delegate strength will be made based on average membership over a two-year period ending on February 29, 2016. See IBT Constitution, Art. VII, Sec. 5(b).
